H Hydraulic Problems

I have a 1939 IH H with an older dual loader on it. During the winter which was a long winter in North Dakota, the hydraulics for the loader seem to have quit working. Neither the tilt or the lift components of the loader want to work. I drained the hydraulic fluid and replaced with new fluid, but no luck. It seems like it is trying to work and will just barely work on the tilt spool of the bucket. Is the problem likely the spool valve, the lines or the belly pump and how would I check to find out. I'm a novice, so please don't leave any steps out. Any help would be greatly appreciated.

First thing to do is get yourself a hydraulic pressure gage. Disconnect the pressure line at the belly pump and screw in the gage. Then see what pressure you get when you activate the pump. Should be around 800 psi. If not, you have a problem with the pump. If you get pressure, then hook the lines back up and put the gage on the cylinder side of the spool valve and see what you get there. If no pressure or low pressure there when you activate, then spool valve problem. I'm guessing you have a problem with the belly pump. Any chance water got in there and froze up during the ND winter??

The stearing stopped working on my 656 farmall.
