Sounds like your electric backup is running too much.
As others have said if you have to replace look at a geo-thermal unit. I'm heating roughly 3 times more sq. ft. than you've got and I am using about 6000kw per month. Our energy provider only installs one meter, then gives you a discounted rate on the whole house. I have 15kw of backup electric heat. It maybe turns on one or two days a year. When it does, that meter starts spinning like a blender. By my calculations, half of the 6000kw is the geo-therm, and the other half is all the "junk" running in the house.
It gets pretty cold and windy here in mid-Mich especially with no trees for a 1/2 mile in any direction.
