The flywheel/pressure plate assembly has two different friction discs. One is attached to the transmission input shaft, the other to the PTO drive shaft. When you push the clutch about half way down the transmission clutch is released. When you go all the way down the PTO clutch is released. It allows you to operate the PTO without the transmission being powered but the PTO will always engage before the transmission. It gives you live PTO but not independent PTO.
