Well, as a Detective Sergeant with a large PD.....

I've got a couple of questions... How do you know these kids did it? Did you see them? Did they admit to you that they did it? Are there any witnesses? Is there any evidence (prints, video)? Or is this a gut feeling because they are the neighborhood $hitheads? Here's the deal, you and I can know in our hearts that the kids did it but being able to prove it in a court of law is a whole different ball game. If there is no evidence, short of the kids jumping up on the detective's lap and admitting that they did it there is little that can be done to solve the case. Ya it sucks, but that's the way the court system works. As far as the cop just taking a report, ya that's what the beat officers do. Once the report is filed some supervisor will read it and look at the "solubility factors" (how likely will the case result in prosecution if it's assigned to a Detective?). If there isn't much to go on it won't be assigned and that's the end of the story. Again it sucks, but unfortunately the cops can't win every case.
