Blue Rhino propane tanks

Are there Blue Rhino propane tank exchange places elsewhere in the U.S.? Locked, metal cabinet outside many convenience stores/ gas stations around here. You bring in your empty 20 lb. propane tank, exchange it for a full one, pay $16.99 to $22.99, depending on the nerve of the store owner, apparently. At todays prices, refilling a tank costs about 8 bucks, yet apparently many people will pay over twice that to exchange. Not even that convenient- you still have to go get the attendant, just like to fill a tank. Like dad used to say, some peoples got more money than sense, I guess.
