synthetic blend oil

so what is the minimum blend percentage a company has to use before they are allowed to sell it as a synthetic blend - I have started buying regular oil and full synthetic and blending my own at 50 or 75% synthetic cheaper than buying the blends - and the blends may only be 5 percent or so? or can they?
