painting over fresh paint - wrong yellow!

I bought a nice 1950 John Deere A from a neighbor. When he was fixing it up, he painted the wheels with a Rustoleum yellow. Now that I own the tractor, that "wrong" yellow bugs me. I'm thinking that perhaps since the paint job is about 2 months old at this point, perhaps I could recoat it with the right color. I guess my question is- do I need to prime? Perhaps scrubbing them with TSP would provide enough tooth for the new paint. I plan to brush, by the way. Of course, the reality is that it is too cold to be painting wheels anyway right now, but I figure I'll have a plan in mind if I get a warm day.
