sorta OT: mm 403 power unit

i just bought a minneapolis moline 403 power unit at an auction. what is interesting about this motor is instead of a mag, it has a distributor of of a v-8 engine. this is a 4 cylinder engine. what the previous owner did was run a spark plug wire on every other nipple. then he melted the tops of the other 4 to keep water out. i think this is a good idea if the motor actually runs. what i am confused about is that there is a throttle cable that runs to the distributor. does anyone have an idea what this would do. i think it might be some sort of timing thing. before i realised that it went there i messed with it. it wont be a while till i run it, but i would like to find out what this cable does. thanks for any help matt
