Sounds like you definitely have a fuel and/or carburation problem, especially when you mentioned the choke. Yes, the starting fluid will help, just make sure you aren't smoking at the time! (In a rare instance, it could be a weak spark, but here I doubt it.) I would say the time length of spray should be something like two seconds. Works best when someone is spraying while the engine is being cranked. Also spraying directly into the carb throat works a lot better than spraying into the air cleaner inlet.
