is it legal to tow steel wheeled stuff on the road

i was wondering if it is infact legel to tow an implement with steel wheels on the road, it would be a bit noisy but as long as it didnt damage the road i dont see what the problem would be. i am going to be borrowing a steel roller that is made from 6 old steel tractor wheels( with the cleats removed) they are all bolted side by side and filled with concrete. its too heavy to go on my trailer and its only going about a mile or two so i am gona just tow it with my tractor, its pretty much backroads. i was just curious if anyone has ever had any instances with the law and steel wheeled stuff. i know years ago people used to tow steel wheeled hay rakes on paved roads but it may not have been legal even then
