Downbound loaded lakers coming off of Lake Superior have been known to wait west of the Soo locks for a strong westerly wind. raises the lake level enough so they don't scrape going through the locks. The tide can be a 2-3 foot change in the course of one day, at least it was on both the bays I lived by (Gulf of Corinth and Tampa Bay) And as another poster explained the Panama canal is there to raise or lower the ships to the level of the lake they cross inland and then back to sea level.
