A pole barn gets a lot of side load from wind, and actually a lot of lift on it from wind as well, plus add a snow load. That joint between the concrete & wood needs to be thought out to be _very_ strong to handle all these different stresses, not just a single piece of rebar and a cheap 4x4 metal strap from the box store. It needs to be all built & reenforced into one.
Might take a little figuring and good materials to do a good design, if you try to get off too cheap you might pay a lot more for it after the first wind storm....
