I just had the bucket cylinder fixed on my 2001 loader. I had purchased the seals & O-rings about 15 years ago and had them on hand. At that time a kit was not available but they could be purchased individually from IH. The shaft on mine was also damaged and needed to be replaced. I took my seals to a good hydraulic shop and they were able to supply a new shaft for the cylinder. The shaft dimensions are fairly common so they are not hard to find. The only problem was that the yoke also go replaced since the shaft had a different thread. The original yoke pin is not long enough fo rthe new yoke. The original pin was made from a very hard steel and the new one is just a mild steel so I hope it doesn"t wear too much. After all parts & labour it was expensive, almost $400. I can provide the IH part numbers for the seals if you want to get them. I think a good hydraulice shop could also supply them.
If I did it again, I would take the cylinder to a hydraulic shop that does machine shop work and ask them to make a shaft with the correct thread so the original yoke and pin could be used. I am fussy, I like things to be done as original as possible.
