IH 400 Question

I bought a 400 that was on propane. The head was missing so I put a gas head on it and converted everything over to gas. When I put the rocker arm assembly on, the valves are all tight. I backed off all the set screws and they are all still tight. My question is, is the push rods longer on a propane engine, or am I missing a spacer that goes under the rocker assembly mount or what? If anybody knows e-mail me or leave a response here. Thank You
