Hi Don, The glow plugs on a 444 are wired in series, so if anyone goes bad (open) then they all stop working. Also one can short and blow all the ones before it. Did you replace the copper wires between the glow plugs exactly the way you removed them?
When everything is connected properly there should be about 6v across resistor and about 1.5v across each glow plug. If you measured 12v at both sides of resistor that indicates there is no current flow and the glow plug circuit is open circuited.
