From my experience there are straight spurr gears in the box that are directly meshed with the shaft from the opposite side. Even if it had play in and out, the gear teeth mesh would not be adjustable. A broken tooth would make a radical difference in play (pretty common) and wear would also be a factor. See if it has the same play when near the right or left full lock travel. (not at full lock) if it doesn't, there is an issue of wear or tooth damage in the center of the partial gear on tha loose shaft. If the play is along the whole length of the travel, the key might be loose at the arm taper. Be sure to look closely at the shaft to arm joint for movement.
