My first step is to determine if it is low on fluid, or the flid is milky and watered. Under the seat is a fill plug with dip stick. If that is OK, the inlet screen might be plugged up (it is under the top cover under the seat) painful to get off. The screen is pricy, I would make a new one from 100 mesh brass and a coil spring, and some silver solder. But that is me. If those are OK, it could also be a air leak on the intake (suction) side of the pump. Good luck, Jim
