International 464 info

I'm looking at an International 464 and was wondering what year it was built? The serial number on the plate is pretty hard to read but I think the top line starts with I2400 and the bottom 2230106... Any help!!! Also, you have to pump the brakes a few times before they will hold. Does anyone have any ideas??? Thank@@@@
