You have a couple of different things going on here. Float may be set too high, but most likely the needle and seat is leaking. That is a constant problem with new parts now days. Float could be hanging up on sides of bowl, pin could be too tight in float hinge. Far as spitting and sputtering, might just be you need to back out the load adjustment. That is the needle on bottom. Just rev engine full throttle, screw it in until it starts to lean out and then back it out until smooth, and give it a half turn more out. For the leak, I always coin or stake the seat but then the guy who repaired it for you should know about that. Although, leak could be just a little crap that got under needle, make sure you have good screen in sediment bowl, or the proper inline filter, made for gravity flow systems.
