My 48 model did this. It was because the overflow tube for the radiator was missing. The shaft through the front timing cover was rusted in place. Lots of penetrating oil and moving back and forth with a wrench freed it up and then I put a tube in the rediator overflow. You should remove the rod from the lever to the governor and the rod from the governor to the carburetor.
