A lot of variables to consider there, Gary. Most to do with how you want to use the tractor.
Fast Hitch is cool and a perfectly legitimate focus, whether for use or collectibility. But usefulness may depend on the availablitly of implements fitted for it and the uses you want. Fast Hitch implements demand a premium price. Is there a reason to hurry getting the tractor running?
Does the C have Touch Control? That can be adapted for a remote line to operate cylinders on trailing implements or an after-market 3-point.
There's something to be said for the C running and workable. But getting a non-running 113/123 can be as simple as a quick replacement of ignition components, or a carb cleaning. (NO promises there, just an observation!).
Rims (front and rear) and front tires are relatively inexpensive when compared with the cost of rear tires, so there's another element.
Price and the cost to get it in working condition are considerations, as well, so it sorta depends on how soon you need/want to have it running and what you want to have once it is.
