Most likely your problem is a scored relief valve but it is possible that you may have some debris in the foot-n-inch valve.
The foot-n-inch valve is a pretty simple valve so it certainly would not hurt to check it out. It has a control stem, a spring, some shims to set the pressure, and a poppet valve to seal against the seat. The pedal return spring has to be strong enough to fully return the the control stem when the pedal is released. Once the stem is seated the amount of shims sets the opening pressure.
The relief valves are not too difficult to access. The are contained in the center section and are accessible after after removing some covers on the side of the housing. The tractor does not have to be split to service them.
