Most of the time when the TA starts to fail it is on the low side. The low side of all TAs depend on a mechanical clutch. The high side is a dry clutch on the smaller units and a hydraulicly applied clutch pack on units like the 986. If the hydraulics were to fail on a 986 then the high side may not work but the low side would continue to work. Since the TA gets it oil from the same pump as the steering you would usually have more problems than the TA not working.
