Throttle not working on my new 504

I"m a newcomer to tractors, and I just purchased an IH 504 that I think is a 1967 model (SN 19906 y-ff) and runs on LPG. It"s in rough shape, but I have a background in cars and am generally handy. I"m hoping to restore it to usefulness and use it on my 20 acres in California mainly for plowing my firebreaks and hayrides for the kids. I have purchased operators and parts manuals for it and am awaiting their arrival, but in the meantime I have a problem: The tractor starts immediately and idles well, but there is no throttle response whatsoever. The linkage from the lever to the governor and to the throttle body is intact. With the engine OFF, the linkage to the throttle moves easily and moves slightly when I push the lever by the steering wheel fully forward. With the engine ON, the lever has no effect, and the throttle linkage is very tight and doesn’t move easily. I can push the throttle linkage by hand and cause the engine to rev. I have been reading all the posts here about governors and have looked at an exploded view on http://www.messicks.com/nhparts.aspx , but I still don’t understand exactly how the lever links to the throttle. Has the governor gone bad and need to be rebuilt? Any suggestions? Thanks in advance for any help! John
