Make sure your linkages are not binding. If you have taken them off to work on the carb you have to make sure you reattach everything in such a way that nothing binds. You put everything back together but don't tighten the screws all the way at the carb, the governor, and the place in the middle where the adjustments are made. With the screws attached but loose, make sure the linkages are adjusted per the instructions, then you tighten the tubes at the carb first then the middle then at the governor. I think that is the correct order, I have a case of CRS so I'm not exactly sure. Its amazing what having the linkages correct will do to a surging governor.
