Rear wheel bearing turning in housing

I just replaced a rear wheel bearing on a IH-424 because something (besides axle) would turn momentarily when I went from forward to reverse. New bearing came out with axle. The new one was pressed on. The tractor is doing the same thing. I think the whole bearing is turning for a moment when I change directions. Has anyone had this problem? What can you do about it? Any help appreciated. Thanks.
