The meter measures the current to the glow plugs. Each one takes about 7 to 8 amps. So for a 6 cylinder, you should be pulling about 35-40 amps. If you have a multimeter that measures voltage and resistance, you can use it to see if the glow plugs are working. When you hit the button, you should measure battery voltage (12 volts or so) at each plug connection. If you are getting voltage, but no or partial deflection of the glow meter on the tractor, then disconnect all but one glow plug and see if the meter deflects for the one connected. Test each one individually this way and you will find if any or bad. Or, you can just measure the resistance of each plug. Disconnect the spade connector from the plug and measure the resistance between the spade and a good ground. Should be in the range of 2 to 3 ohms. If high resistance, then plug is bad and needs replaced. I just did this on one of my tractors today. Glow plugs are $20 each at the IH dealer.
