More F12 Help Please

The asking price for an 38 F12 I am looking at is $900 the owner says that motor is stuck I have the following questions to anyone with knowledge of the F12 how do I tell if the block is cracked (internal water jacket)
. oil in the water? antifreeze contaminated or leaking? is this a good tractor for my first restoration project I dont have a lot of money but I like this tractor for a restoration rather than my H, which is still doing the work round here
are F12 engine parts available i.e. pistons bearings, head parts
etc. would $450 be a reasonable offer to make on a 38 F12 with stuck motor
