560 gas won't hit on all 6

I rebuilt my 1962 Farmall 560 over the winter. The motor was bored from the 263ci out to the 301 cubic inch. I had the head shaved and the block trued up, valves ground, and the rest of the motor internally is new. I have asked a lot of mechanics in my area about this problem, and they are even boggled by it. The motor will run perfectly when about 1700 RPMS, or when the tractor is under some type of load. The motor sounds rough on cylinders 5 and 6 at an idle. I have tried the carb, nothing there. I rotated the distributor 180 degrees, and now number 5 seems to fire better, but 6 still acts up. I am not sure if it would be something internally or not because it will dyno 81h.p. on the money and hold it very well. The only thing I am worried about at the moment would be that there is some play in the distributor shaft, and when i measured it, it was .020 play. Would this be enough to throw it off? If it is, then why does it sound good under load? Thanks for any input on this one guys!!
