The coil primary winding goes to ground through the points. You should only have voltage at both coil terminals when the points are open. If you are reading voltage on the coil primary wire that connects to the points the points are not closing or they are glazed over. I have seen even new point sets that needed to be cleaned before they would work because they were glazed.
