10-20 engine

I"m restoring a "29 10-20 and am having trouble getting the engine to hit on all 4 cyls without having the choke half closed. I"ve cleaned the carburetor, made sure all the holes etc are open, raised the float to the maximum level without running over, but nothing seems to help. Compression is 70# on #1, 90# on the rest. Spark plugs are new. The engine misses on #2 & 3 cylinders with the choke open, but runs pretty good with it about half closed. Timing seems right. Adjusting the mixture on the carburetor doesn"t seem to change engine operation much. Valve lash is correct and valves don"t seem to be leaking. I"m running off an auxiliary gas tank so I know the gas line isn"t partially plugged. Anybody got any ideas? I"m pretty well stumped at this point.
