Just going to memory here, but there should be a small hooked tab that comes off that bracket. I believe it was all one piece & bent out 90 deg from the bracket and then bent 90 deg again the form a hook. If it's broken off, there should still be a triangular hole in the front of the bracket from where it was stamped out.
