Don't know what you mean by boiling out the carb. Get some carb cleaner, disassemble the carb, and soak the carb and all parts in it, maybe even overnight. Blow out all passages with compressed air. Put a new kit in the carb and reassemble. Make sure the float is set correctly, too low and you don't get enough gas. If I remember right, the filter is in the carb inlet, actually inside the carb, not in the elbow. Don't think your problem is electrical.
