McCormick Deering 10-20 carb freezes up

Hi all, I have a problem keeping the carb from freezing up on our college's McCormick Deering 10-20 which stalls the engine due to lack of fuel after about a minute of high-idle. I reside in Kirkland Lake, Ontario, and the current temperature is about -10C. We want to put the tractor in our local Christmas parade, but the carb problem has to be fixed in time or it's a no-go. We don't have the side panels for the front, so any heat that is generated by the exhaust manifold is not contained. My question is: what is the best way to prevent the freezing of the carb during cold weather operation? We are thinking of removing the heat shield beside the carb (only in the winter months), installing a small shroud to insulate the carb, fabricating new side panels, and/or using electrical or chemical heaters on the outside of the carb. Thanks in advance for any help.
