removing 460 sterring wheel

My 460 utility has a round nut with 2 holes in it for what I think is a special tool so it can be removed. Trouble is the nut is so rusted and holes destroyed. Can I weld a nut on this washer nut and use a air wrench to get it off without hurting anything. Don't understand what they had against a plain nut. Any other suggestions would be appreciated.
