460 Hydraulics

My 460 hydraulics has a problem with the tele depth on the 2 pt hitch. I believe the term is "hiccup". Attachments will lift and then it slowly will come back down on its own until the tele depth control lifts it bak up again. It does this over and over. Also, at times it will stop doing that and the inplement will stay up but it sounds like the valve is always under pressure. Loud whine from the pump. I believe the two problems are both caused by the same part. I have been told I need to get a rebuild kit for the safety/check valve. I'm told it is located behind the 3 valve bodies. I have been to my local IH dealer but they don't have a part # for the kit. Are my assumtions true about the problems being related? Can some one supply the IH part # for the rebuild kit?
