how to fix a cracked block on SC and gov. problem?

Drug a super C home the other day and has a crack on the block length ways behind the carb. I asked the Red Power boys and thought I'd get your opinions also before I decide how to fix it.curious as to how some of you have fixed simular water jacket or block cracks? Also the super C wants to run wide open when started and you can manually pull the carb to idle but gov. wont let it idle on its own,does anyone have any suggestions to what is causing this?Gov wont move throttle linkage at all when moving throttle lever.Tractor has set for around 10 yrs.Thanks
