another cub charging question

I have a 53 cub with a 4 wire regulator It will not charge running at 1/2 throttle it will put out 10+amps only when I ground the field terminal at the VR. 2nd new VR. Also battery is 1 year old and has no trouble holding a charge and starting the tractor well. Had both the VR and the GEN checked by a certified repair shop, both checked out good. tried polarizing the GEN at the VR by flash jumping between the BAT and the GEN terminals on the VR. No luck. All wiring is correct and the ammeter is functioning. It has a three position light switch "O" "D" "B" and on the back there is a small coiled wire the must be a resistor. It get VERY HOT when the light switch is turned to the "D" position. Is it supposed to get that hot? It will burn your fingers if you touch it. Lights function as they should too. I am at a loss from here. any suggestons? Is it possible for that little coiled wire to be bad? I can read through it ok just the covering is almost all gone off it. When I brought the GEN and the NEW VR home today I assembled the tractor and when I started the tractor it charged about 2 amps for a short period of time then started showing discharge after running about 10 minutes. It was my grandfathers tractor and for as long as I can remember he has had this trouble with the tractor. Thanks, Dan.
