400D found in field; Need info

I have come across a 400 diesel sitting in a field and am thinking of buying it. I am having a hard time finding info on these tractors. The serial number is 34988. It has an original IH wide front and fast hitch. It appears to have been sitting there for awhile but the motor is free. My questions are; what year is it, what is the HP rating, are parts expensive, would it be worth restoring or are they more of a "curiosity" tractor? I should mention that the tin is all there and is all straight, all emblems are on it, and it also has 2 sets of wheel weights on it. Looks like cosmeticly it just needs paint. Any info on these tractors would be appreciated! Thank you.
