How do you adjust float level?

W-9 won't start. Got some good info from a previous question and I think that my float level was too high. Had gas coming out of the weep hole at the bottom of carb and it wouldn't even fire. I removed the carb and rechecked all passageways which were free. According to the service manual, the float should be set at 1 5/16. To check it, I set the carb upside down and measured from the bottom of the top half of the carb to the bottom of the float. The service manual illustration shows the float nice and level, but mine is probably 1/16" different between the front and the back. I found the level to be about 1/16 to 1/8" too high. The spot where the float assembly touches the needle was worn, so I used a socket and punch to straighten it and therefore, raise the float level. I guess that I can boil it all down to 4 questions: Is this the proper procedure for checking float level? Where do you bend the float to adjust it? (Seems like when I bend one side, it rotates and moves the other side the other way). Is it ok to have the variance between front and rear? If the float level were 1/16 to 1/8" too high, would this have caused my no start, flooding condition? Thanks for your continual support.
