farmallH over idle

I have a farmall H. And the idle will not behave properly. The engine will go to high idle and not come back down after working the throttle up while driveing or idleing , have to adjust the choke to get it to idle down. I will be installing a shutoff valve just before the carberator. Is this a high idle problem a governer problem or a carb problem. A guy on the IH-H website said it is a governer bearing problem. I want to be sure. any comments would help.
