Belt pulleys that GROWLLLLLLL!!!

Another message on the board prompted me to ask this because i'm going to need to deal with this problem soon. My belt pulley make an awfull growling sound when you turn it by hand. I expected a bad bearing so I pulled it out and after my local I-H dealer told me how ,I put in new bearing and seals. I put it back on and gave her a spin...same growl. Iknow there are 3 shims at either end of the two shafts and the growl now must be that the teeth are not contacting perfectly. Do I play trial and error on these 6 shims? That makes 9 possible combinations of shims to set these gears and 9 times that you need to pull one of the two shafts. There must be an easier way to do this, but my manual only shows the configuration and talks about the teeth needing to mesh. I am looking for the easy way...HELP
