I worked on a farm with a 1010 as a teenager and, as I recall, it did the same thing. You had to turn the tractor off to hook up the pto shaft. Also, to the best I recall, this was some kind of a fluid drag thing -- the turning would stop, or at least slow down when equipment was connected.
