Take a gallon of "Castrol Super Clean" or something similar and pour it in the tank full strength. Add a length of chain to act as an agitator and slosh it around real good. Let sit overnite if real bad. "Caution" if tank is aluminum this stuff will eat it away if left to soak awhile. Flush with water and pour in some good quality sealant like POR 15. In fact POR sells a complete cleaning /sealing kit for 50 bucks, and works great!! Good luck.
