I would attack the problems 2 ways:
1) First make sure the engine isn't locked up for some
reason - pull the plugs and try and turn over. Make sure
there isn't a bunch of fluid in the cylinders. Fluid won't compress.
2) Check to make sure you're getting good voltage to the
starter. My guess would be either a bad corroded or loose connection
or a bad starter. You could run jumpers to the starter and chassis to bypass existing
connections and see if this doesn't work. If the engine is free and it still don't
turn over its your starter (assuming your battery is good -try jumper with different battery).
