CRP"s are not all created equal, they may change rules from time to time and sign-up to sign-up. In one of my contracts there are no restrictions on what I do with the waterways, as these acres are not part of the CRP. In one contract, I may hay a third of it each year or all of it every three years. No matter if there are adverse crop conditions. There have been years when my conditions were normal but if a county clear on the other corner of the state had a problem then the whole state could open up, as if all was affected. During Bush"s second election campaign things were sweetened, for a short time, for CRP enrollments.
