I've seen good running W-D 45's go as cheaply as $800.00. If this is something that you can't start and listen to it run then I suggest you offer salvage/parts price. Probably a couple hundred bucks top. Something that hasn't been started for ten years could have all sorts of problems, even if it didn't have many problems when it was parked.
