Bob,

You still need to check several things.
First, do you have adequate compression in all
four cylinders? If not, you could have some
stuck valves, or a broken connecting rod. Next
are you sure it is timed correctly? If you
have had the cam or distributor out, you could
have gotten it 180 degrees out of time. Next
check to make sure the plug wires are on in the
correct firing order. Four cylinder engines
have two firing orders, 1-3-4-2 and 1-4-3-2, I'm
not sure which one is correct for your engine.
You'll have to look it up. Lastly, check the
carburetor float and the needle valve adjustments.
If you are getting too much gas to the cylinders,
the engine won't fire. As a last resort, I guess
could try and pull start the tractor. Sometimes
that's what it takes if the engine hasn't been
run for a long time.
