Mike, if you can't push the lift arms down (which you or the implement attached must since this is a one way system with no downforce, depending on weight to lower), you may have a sticking hold or unloading valve in the pump. The hold valve is on top of the pump with a knurled thumb screw in the front. You might also check your linkage and rods to be sure they are activating their components. Also, if the plates on top are not locked together with that thumb screw, try locking, if they're locked try unlocking. Have a good one, John
