I use a 5' flail mower on my 8N to mow approximately 3 acres per week. It works great for your intended purpose, but you will want to get a slip-clutch for the pto shaft since the 8n does not have live pto. There are plenty of implements available for this size tractor.
I will agree with Larry that the 3000 is a great tractor if you can find one in your price range.
